Mostly I just didn't want this story to be about cops. With tomorrow's strip it sort of clicked for me what's going on here.

Ennis closes the shop, sticking a closed sign on the door. "So we just let her go? Annie asks. "We don't call the cops?"
At the same time, Phoenix and Eddie:
"Eddie?"
"Just a little bruised, Phoenix, in my ego and melon zones."
"The cops are a bad bargain these days, Miss Annie," Eddie says, "you don't get them involved if you don't have to."
"Melon zone?"
"Yeah, my butt?"
"Right," Annie replies, "that's... one of those developments I've been catching up on. A lot sure has changed while I was gone..."
Meanwhile, the strange woman sits at a bus stop, apparently relieved to have got out of there.
